Hon. Lady Justice Mercy Kapuka Makubalo is a Judge of the High Court. She was appointed to the High Court on 8th December, 2015. She holds an Advanced Secretarial Certificate from Royal Society of Arts Pitman, a Diploma in Magistracy from the National Institute of Public Administration and a Bachelor of Laws degree from the University of Zambia. She was admitted to the bar in 2004.
Prior to her current appointment, Justice Makubalo served as Deputy Registrar of the High Court at Lusaka from 2012 to 2015. From 2010 to 2012, she served as Chief Resident Magistrate at Kitwe Subordinate Court. She also served as Principal Resident Magistrate at the Kasama Subordinate Court and Senior Resident Magistrate/Deputy Registrar of the Industrial Relations Court at Ndola from 2008 to 2010 and 2006 to 2008, respectively. Justice Makubalo also served as a Magistrate(Class I, II and III) at Ndola Subordinate Court from 1982 to 2002. Outside of the Judiciary, she worked for Nchanga Consolidated Copper Mines as a senior typist from 1975 to 1979 and Zambia National Insurance Brokers, Ndola from 1980 to 1981 in the same capacity.
She is a member of the Zambia Association of Women Judges.
