CHIEF JUSTICE LAUNCHES NDOLA SUBORDINATE COURT – CHIFUBU ANNEX, ADVANCING ACCESS TO JUSTICE
Ndola, 10th March 2025 – The Honourable Chief Justice, Dr. Mumba Malila, SC this morning officially launched the Ndola Subordinate Court – Chifubu Annex, marking a significant milestone in the Judiciary’s efforts to decentralize court services and enhance access to justice.
Speaking at the launch, the Chief Justice commended the people of Chifubu for their vision and initiative in utilizing the Constituency Development Fund (CDF) to construct a modern court facility. “It is an immense privilege to be here today to inaugurate this court facility—a testament to what can be achieved when communities take ownership of development and prioritize access to justice. This structure is not merely a building; it is a symbol of progress, a demonstration of what the increased CDF allocation can accomplish, and a beacon of hope for efficient and effective justice delivery,” the Chief Justice stated.
Originally initiated to replace a fire-damaged administrative block, the project evolved into a fully-fledged subordinate court, equipped with a courtroom, magistrate’s chambers, offices, holding cells, and essential amenities. This new facility will function as an extension of the Ndola Subordinate Court, with resident magistrates and support staff now stationed in Chifubu.
The Chief Justice emphasized that this development aligns with Article 120(4) of the Constitution, which mandates the devolution of courts to provinces and districts. Ndola now stands as the first district in the Copperbelt Province to establish a subordinate court annex, a move that directly enhances justice delivery by reducing barriers to legal recourse.
Reaffirming the Judiciary’s commitment to expanding judicial infrastructure, the Chief Justice highlighted that access to justice is an ongoing priority requiring continuous investment in infrastructure, technology, and community collaboration. “Access to justice is the foundation upon which all other rights rest. Without it, fundamental rights and freedoms remain out of reach,” the Chief Justice stated.
The Judiciary expressed deep gratitude to the Chifubu community, local leadership, and all stakeholders who played a vital role in making this project a reality. The launch of the Chifubu Annex represents a continued step toward ensuring that every Zambian—regardless of location—has access to fair, timely, and efficient justice.
