HON. LADY JUSTICE COMFORT MULENGA

PROFILE

 

Hon. Lady Justice Comfort Mulenga was appointed Judge of the High Court on 27th May 2026. Before the current appointment, she served as Acting Chief State Advocate, Ministry of Justice, in the Attorney General’s Chambers from June 2023.

Justice Mulenga holds a Master of Laws and a Bachelor of Laws Degree from the University of Zambia and is a qualified Chartered Secretary under the Chartered Governance Institute (UK). She was admitted to the Bar on 30th June 2006.

She also holds a Post Graduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education (ZIALE), an Introductory Certificate in Arbitration from the Chartered Institute of Arbitrators (CIArb), and an International Programme in Legislative Drafting Certificate from the Lok Sabha Secretariat, Parliament of India.

Justice Mulenga joined the Ministry of Justice as a Learner Legal Practitioner in March 2005, and later served as a State Advocate from June 2006 to June 2011. She rose through the ranks to serve as Assistant Senior State Advocate from July 2011 to January 2014, Principal State Advocate from January 2014 to June 2016, and Acting Deputy Chief State Advocate from July 2016 to September 2016.

She also served as Acting Assistant Director for Legal and Contract Management in the Public-Private Partnership (PPP) Department under the Ministry of Finance and National Planning from October 2016 to September 2018, and later served as an Assistant Director in the International Law and Agreements Department under the Ministry of Justice from October 2018 to May 2023

Justice Mulenga has held numerous board and committee memberships, representing the Attorney General on the boards of the Civil Aviation Authority, the National Road Fund Agency, the National Health Insurance Management Board, the Citizens Economic Empowerment Commission, and the Higher Education Loans and Scholarships Board, where she chaired the Audit and Risk Committee.
