Hon. Lady Justice Nkumbiza Thelma Mumba was appointed Judge of the High Court on 27th May 2026. Prior to her current appointment, she served as Chief State Advocate at the National Prosecution Authority (NPA) from November 2019
Justice Mumba holds a Bachelor of Laws degree from the University of Zambia and a Post Graduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education (ZIALE). She was admitted to the Bar on 30th June 2006.
Justice Mumba started her legal career as a Learner Legal Practitioner in 2005, attached to the Ministry of Justice. She was later appointed State Advocate in the same Ministry in 2006 and rose through the ranks, serving as Assistant Senior State Advocate from 2008 to 2010 and Senior State Advocate from 2010 to 2012. She was transferred to NPA in the same capacity and was later appointed Deputy Chief State Advocate, a position she held until November 2019.
Justice Mumba has attended various professional development programmes, including a Public Sector Leadership Course in Denmark covering governance, development trends, donor aid systems, corruption and development, and public sector management.
She has also served on various committees, including the National Task Force on the Theft of Medicines and Pharmaceutical Products, the Steering Committee of the Inter-agency Framework, the Technical Committee of the Inter-agency Framework, and the NPA Integrity Committee.
