Hon. Mr. Justice Rodgers Kabwe Kaoma is a Judge of the Industrial Relations Division of the High Court at Lusaka, appointed on 27th May 2026.
He was admitted to the Bar on 5th August 2010, after having obtained his Bachelor of Laws Degree from the from the University of Zambia in 2008. In 2022, he completed Module 2 (Member Level) of the Chartered Institute of Arbitrators.
Justice Kaoma’s career in the Judiciary began as a Resident Magistrate at the Lusaka Magistrates’ Court, where he served from September 2010 to April 2013and thereafter as a Senior Research Advocate in the Supreme Court from April 2013 to March 2019.
He was appointed Registrar of the High Court, Commercial Division from March 2019 to June 2020, and later as Registrar of the Supreme Court and Special Assistant to the Chief Justice (Legal) from June 2020, a position he held until his date of appointment to the Bench. He also served as Deputy Secretary of the Judicial Service Commission from March 2019 to May 2026 and as Deputy Secretary of the Council of Law Reporting from June 2020 to May 2026.
In 2025, he was appointed Judiciary representative to the Technical Working Group tasked with reviewing the Legal Aid Policy of 2018. During the same period, he also served as Acting Registrar of the Judicial Training Institute.
Earlier in his legal career, he worked as an Associate Advocate and Learner Legal Practitioner at Nhari Mushemi and Associates from November 2008 to October 2010. Prior to that, he served as a Learner Legal Practitioner at the Law Association of Zambia’s National Legal Aid Clinic for Women from June 2008 to November 2008.
Justice Kaoma has also made contributions to legal education. He served as a Part-time Lecturer of Law at the Livingstone International University of Tourism Excellence and Business Management (LIUTEBM University) from June 2012 to July 2013, where he lectured Criminal Law, Industrial and Labour Relations Law, and the Law of Evidence. He also served as a Part-time Lecturer of Law at the National Institute of Public Administration (NIPA), Lusaka Main Campus, where he taught Criminal Law and the Law of Evidence.
Additionally, he served as a Part-time Tutor of Law in the Department of Adult Education and Extension Studies at the University of Zambia from July 2006 to January 2009. He also lectured Commercial Law, Human Rights Law, and the Law of Evidence at diploma level at the Institute of Social Sciences (ISS), Lusaka, from January 2007 to June 2007.
Justice Kaoma is a member of the Chartered Institute of Arbitrators, the Law Association of Zambia (LAZ), and the Magistrates and Judges Association of Zambia (MAJAZ).
