Hon. Mr. Justice Davies Chibwili is a Judge of the High Court Economic and Financial Crimes Division, appointed on 27th May 2026. Before the current appointment, he served as Chief Resident Magistrate at the Lusaka Subordinate Court.
Justice Chibwili joined the Judiciary in 1991 as an Executive Officer. He was appointed Magistrate Class III at the Mufulira Subordinate Court in 1993 and rose through the ranks to serve as Resident Magistrate at the Chingola Subordinate Court in 2014 and Senior Resident Magistrate in 2015, respectively. In 2016, he was appointed Principal Resident Magistrate at the Solwezi Subordinate Court, where he served until 2020. He served as Chief Resident Magistrate at the Ndola Subordinate Court from 2020 to 2021 before his subsequent appointment as Chief Resident Magistrate at the Lusaka Subordinate Court.
Justice Chibwili holds a Bachelor of Laws Degree from the University of Zambia and a Magistrates Diploma from the National Institute of Public Administration (NIPA). He was admitted to the Bar on 14th March 2014.
His professional training includes Digital Evidence for Judges and Prosecutors at the International Law Enforcement Academy (ILEA) in Gaborone, Botswana, specialised training in Cyber, Economic and Financial Crimes, and a training programme for African Judicial Officers in Egypt.
In ad hoc judicial roles, Justice Chibwili has chaired several Local Government Elections Petition Tribunals, including the Sioma Tribunal in Western Province in 2016, the Mushindamo Tribunal in North-Western Province in 2016, the Ndola Tribunal on the Copperbelt in 2021, and the Lusangazi Tribunal in Eastern Province in 2023.
Justice Chibwili is a member of the Magistrates and Judges Association of Zambia (MAJAZ). He also serves on several of the Hon. Chief Justice’s Advisory Committees, namely, the Advisory Committee on Court Operations, the Advisory Committee on Performance Management, the Advisory Committee on Training and Continuing Education, the Advisory Committee on Court-Annexed Mediation and Delay Reduction, and the Advisory Committee on Small Claims Courts.
