Hon. Lady Justice Kabukabu Sikwibele is a Judge of the High Court, appointed on 27th May 2026. Before her appointment, she served as Director of Legal Services for the Lusaka City Council from July 2022.
Justice Sikwibele holds a Master of Laws Degree in Human Rights from the University of Cape Town and a Bachelor of Laws degree from the University of Zambia. She was admitted to the Bar on 19th November 2008.
Justice Sikwibele joined the Lusaka City Council in 2008 as a Senior Legal Assistant and was appointed Legal Officer in 2009. She rose through the ranks, serving as Head of the Litigation Section in the Legal Department from May 2011 to February 2012. She later served as Director of Legal Services in various local authorities, including the Livingstone City Council from April 2013 to September 2015, the Ndola City Council from October 2015 to April 2021, and the Choma Municipal Council from May 2021 until 8th July 2022.
In private practice, she was a Legal Consultant for the Chapter One Foundation and served as an Intern at Messrs Wilson & Cornhill Legal Practitioners from June 2007 to February 2008.
Justice Sikwibele has also undertaken ad hoc judicial and committee roles, including serving as a Committee Member of the Public Interest and Human Rights Committee of the Law Association of Zambia. Additionally, she serves as a Board Member of the Lusaka Contemporary Art Centre.
Justice Sikwibele is a member the Institute of Directors Zambia (IOD), holds certifications in both international and domestic arbitration from the Chartered Institute of Arbitrators, as well as a Mediation Skills certificate from the Edwards Mediation Academy, and has completed a course on Managing Talent in City Governments at the Harvard Kennedy School.
